The card offers the following options:

Urge the pair of long-lost lovers to reunite: Gain 2 popularity.
Buy a plot of this verdant plain: Pay $2 to gain 2 food and 2 oil.
Re-enlist the soldier before he gets comfortable: Pay 2 popularity to enlist 1 recruit.
